Primary Duties

Under the direction of the City Administrator, the Housing Director serves as the Executive Director of the Norfolk Housing Agency. Housing Director performs technical work related to all aspects of housing, including administrative and management directives to the operation and administration of HUD Rental Assistance Programs, NSPIRE, REAC, DED and HOME programs, LIHTC programs and supervises Housing Program Manager, Client Services Specialist, Client Services Assistant, Housing Accounting Specialist, Housing Coordinator/Maintenance, on-site managers of Boulevard Village and Independent Housing properties.

ESSENTIAL JOB FUNCTIONS • Responsible for planning and directing activities related to the management and maintenance of all properties owned or operated by the Norfolk Housing Agency (NHA) and its subsidiaries (currently consisting of 454 units). • Responsible for directing staff in a fast-paced, challenging work environment for the management of five (5) housing/apartment complexes, the Section 8 Rental Voucher program (215), Meadow Ridge Estates (24 units), Section 221 and 202 HUD Rental Assistance programs, owner/rental rehabilitation programs and other potential Grant programs administered by and through the City of Norfolk Housing Division. • Guide and assist the Norfolk Housing Agency’s Board of Directors in the development and implementation of policies and procedures, assessment of the property portfolio, making necessary recommendations in fulfilling the (NHA) mission, meeting and exceeding performance standards and establishing plans to implement strategic goals. • Responsible for procedures and processes required in the management of the Division, including forms, reports, letters, requisitions, and budgets. • Ensure compliance with all Federal, State and Local laws, statutes, and regulations. • Hire, train, coach and retain a high performing team of professionals delivering continuous high-level service that is focused on tenant access and livability, collaborations to meet service needs and overall property conditions. • Schedules and participates in meetings for the Housing Agency Board, Norfolk Housing Development Corporation, Boulevard Village Board, Independent Housing Board, Northeast Nebraska Regional Land Bank Board, Administration staff meetings and weekly staff meetings with Housing Division staff. • Responsible for applications for grants and funding sources related to housing and the daily financial responsibilities of the Housing Division programs. Prepare responses to inquiries from local, state and federal officials, landlords and tenants. 


Required Knowledge, Skills, and Abilities

Knowledge of: • Knowledge of the principles of real estate and property management, maintenance, and modernization. • Exceptional detail orientation, organizational skills, and supervisory capabilities. • Excellent oral and written communication skills, analytical and interpersonal skills. • Strong ability to identify and solve problems with co-workers, clients, tenants, and other individuals as needed. Ability to: • Evaluate performance of subordinates accurately, coaching to an appropriate level, and to guide, replace and assign personnel. • Establish and maintain effective working relationships with co-workers, consultants, HUD, local, state, and federal officials. • Build relationships with people from a broad range of backgrounds. • Lead and coach others to a high level of productivity under a variety of conditions.

TRAINING, EDUCATION, EXPERIENCE AND QUALIFICATIONS Bachelor’s degree in property management, real estate, business management, social or human services or related field and/or a minimum of (6) six years of experience in related field is required. Background experience with HUD programs, DED Grants, NIFA programs, LIHTC projects, NSPIRE (inspections), Construction (NEW and Rehabilitation). Must possess and maintain a valid driver’s license and an excellent driving record. Insurable under City of Norfolk auto insurance policy. 


Compensation Details

Salary range $5,544 - $7,621 per month.
